The bill contained Section 219, identified as the United States-Israel Defense Technology Cooperation Initiative, with the provision “directing the Pentagon to expand and accelerate the integration of U.S. and Israeli military technology, supply chains, and defense industrial capacity” [1].
Rep. Thomas Massie (R-KY) sought to strip the provision, but his effort did not reach a full floor vote, according to a July 31 report by Peter Rodgers on Antiwar.com. The measure was previously numbered Section 224 and covers artificial intelligence, autonomous systems, quantum technology, cybersecurity, electronic warfare, drones and joint research programs, according to the report. The retention of the provision in the House version indicated that the coalition favoring deeper strategic ties with Israel retains a majority in the chamber, the report stated.
