SACRAMENTO, Calif. (CN) — California’s chief justice said in her annual address to lawmakers that she’d forego the partisan rhetoric that’s contributed to the nation’s divide.
But Chief Justice Patricia Guerrero didn’t avoid addressing problems she sees affecting the most populous state’s judicial system.
