Sean Tucker added a 46-yard touchdown run. Kenneth Gainwell had 14 carries for 88 yards and briefly left with a hip injury.
Baker Mayfield returned after missing three games with a dislocated right thumb and wore a protective glove. He completed 7 of 11 passes for 64 yards and a 14-yard touchdown and is now 7-1 in his career against the Panthers, including 6-1 with the Buccaneers. Bryce Young went 14 of 27 for 163 yards with two interceptions, one touchdown, and a lost fumble. His 50-yard touchdown pass to Darren Waller cut the lead to 17-6.
