U.S. District Judge Jennifer Rochon issued a four-page order Sunday that took effect at 6:45 p.m. EDT, directing the government not to disburse any more money and to cancel leftover ad reservations, including slots set for the evening of October 11. The ruling lasts two weeks and marks the first known judicial block of the spots.
