Trump teases potential national right-to-carry legislation: ‘We’re working on it’

President Donald Trump told a Pennsylvania crowd Tuesday that his administration is working on national “right-to-carry” legislation that would protect gun rights for many Americans. The president made the comment during a speech at a Mack Trucks event in Macungie, Pennsylvania, where he touted his economic agenda. Trump has previously expressed support for gun rights legislation.
Trump recognized National Rifle Association President Bill Bachenberg during the rally, thanking the group for endorsing him in recent presidential elections.
“They always give me their endorsement because I saved the Second Amendment, and you think it’s easy? It was not easy,” Trump said. “I think you’ve done a fantastic job. The NRA, everybody, they really have been — they’ve been with me right from it.”
The president claimed Bachenberg had previously asked him about his stance on national right-to-carry legislation and then polled the Pennsylvania audience on their view of it. When the audience cheered, Trump promised “national right to carry. Yeah, we’re working on it.”
Trump did not indicate whether his administration is working with Congress on a new bill, or working to get one of the current gun rights bills passed.
Utah Republican Sen. Mike Lee introduced the National Constitutional Carry Act earlier this year, which would eliminate concealed-carry permit requirements nationwide for eligible Americans.
North Carolina GOP Rep. Richard Hudson introduced the Concealed Carry Reciprocity Act of 2025 last year.
“The Founders established a national right to keep and bear arms, not to ask for permission from hostile local officials or risk imprisonment for crossing the wrong state line,” Lee told Fox News in March. “Many states already protect the right to carry without a permit, and it’s time to reaffirm this right for all law-abiding Americans. The National Constitutional Carry Act will establish nationwide permitless carry to keep America safe and her people free.”
