DeCarlos Brown Jr., the homeless repeat offender who fatally stabbed Ukrainian refugee Iryna Zarutska on a light rail train in Charlotte, North Carolina, last summer, has been found mentally incompetent to proceed on the state murder charge, the Charlotte Observer reported.
Brown, 35, has a history of 14 prior arrests and was previously released on a cashless bond for a misdemeanor charge just months before he brutally stabbed the petite 23-year-old on a Charlotte light rail train on August 22, 2025.
