House Speaker Mike Johnson is pressing Congress to take up new legislation targeting birthright citizenship and so-called birth tourism, days after the Supreme Court handed the Trump administration a decisive 6-3 defeat on the issue. Johnson called the ruling “antithetical to the rule of law” and signaled that Republicans intend to use every available tool, from ordinary legislation to a constitutional amendment, to change a policy he says cheapens what it means to be an American citizen.
The effort faces long odds in the Senate and almost certain legal challenges. But Johnson and a growing roster of Republican senators are making clear they have no intention of accepting the Court’s ruling as the final word.
