Intelligence community veterans, ex-USAID officials allegedly coordinating plan to declare federal government illegitimate after midterms
Data analyst Jennica Pounds, known as DataRepublican, released “The Democracy Files” on October 19-20, 2026, alleging a coordinated plan involving ex-USAID officials, retired military leaders and major protest organizations.
The United Democracy Alliance (UDA) allegedly serves as a coordinating body for groups including 50501, Indivisible and the Democratic Socialists of America.
A network of 1,600 former military, intelligence and diplomatic officials called National Security Leaders for America is credited with operationalizing UDA according to the released materials.
Detailed “red line” criteria have been established that, if crossed, would trigger a declaration that the federal government is illegitimate.
Analysts note the alliance was conceived by regime change expert Erica Chenoweth under the Horizons “Big Tent” initiative.
