House conservatives lifted a nearly month-long blockade of the chamber floor Tuesday after Speaker Mike Johnson agreed to attach the SAVE America Act, a measure requiring proof of citizenship to vote in federal elections, to the State Department appropriations bill. The procedural vote passed 215-211, with every Democrat voting no and only one Republican, Rep. Randy Fine of Florida, joining them in opposition.
The razor-thin margin tells the story of a conference that spent weeks locked in an internal standoff over priorities. A handful of GOP holdouts, led most visibly by Rep. Anna Paulina Luna of Florida, had refused to allow any major legislation to reach the floor unless leadership guaranteed action on the voter ID measure and border security bills.
