The Pennsylvania Democrat, who has made a habit of breaking with his own caucus on national-security and foreign-policy questions, did not hold back during his appearance on Greta Van Susteren’s program “The Record.” He framed the vote as the latest proof of a warning he says he has been sounding inside the party for months.
