DOJ audits find about $2 million in questionable costs from crime victims grants

Federal auditors have identified nearly $2 million in questioned costs involving grants intended to help crime victims, including unsupported expenses, improper reimbursements and unallowable spending.The findings come from audits by the Department of Justice Office of Inspector General of grants funded through the Victims of Crime Act, or VOCA. The program provides federal money to states and organizations that offer services to crime victims.
A review of DOJ OIG audits conducted in 2026 found more than $1.96 million in questioned costs, the Washington Examiner reported. 
One audit involving Nevada’s Division of Child and Family Services identified more than $365,000 in questioned costs at Miracle Minds Therapy, also known as United Citizens Foundation. Auditors said $135,922 lacked adequate documentation while another $229,212 was unallowable.
The audit also found $89,911 in improper rental costs involving companies owned by the organization’s chief executive, raising concerns about undisclosed conflicts of interest.
In Texas, an audit of Senior Citizens of Greater Dallas, which received more than $532,000 in VOCA funding, identified $3,366 in questioned costs. Auditors also found discrepancies in performance reporting and insufficient documentation for some clients receiving services.
Other audits have uncovered substantially larger problems.
A review of West Virginia’s administration of VOCA funds identified $435,507 in questioned costs, including unsupported and unallowable expenses. An earlier audit of a Pennsylvania victim-services organization questioned $1.94 million in costs.
