And he has issued more executive orders than any other president since Jimmy Carter – even surpassing his own first-term totals just one year into his second. Democrats are looking to return the favor in 2028, and some left-wing lawmakers are already working on legislation to curtail presidential power moving forward.
But every modern president has expanded the executive power at the expense of Congress – Republican and Democrat alike. If the White House turns blue again after 2028, will Democrats really limit their own guy’s reach? Perhaps more to the point, will they even be able to?
