(CN) — In another assault on international law, the Trump administration appears poised to issue the first-ever commercial permit to exploit ocean floors in international waters, a move seen as unlawfully bypassing a United Nations-backed agency drafting of deep-sea mining rules.
At a meeting of the International Seabed Authority in Jamaica this week, China, Russia, Brazil, France and Costa Rica are among those criticizing the U.S. for asserting a unilateral right to issue mining permits in international waters.
