A controversial proposal to impose a one-time 5 percent tax on California billionaires remains below majority support as voting begins, with a new poll revealing widespread concerns that the tax could eventually reach ordinary taxpayers.
The latest Citrin-POLITICO survey found 46 percent of likely voters support Proposition 40, while 43 percent oppose it, virtually unchanged from a month earlier despite a campaign push by progressive leaders, including independent Vermont Sen. Bernie Sanders.
