Newly inaugurated Democratic Gov. Abigail Spanberger signed legislation sending a radical congressional redistricting referendum to Virginia voters that would upend the commonwealth’s electoral landscape and hand Democrats a 10-1 advantage in the U.S. House delegation, expanding a 6D–5R delegation into a potential 10 Democrats, 1 Republican dominance.
Last month, Tazewell County Circuit Court Judge Jack Hurley Jr. issued a blistering ruling that effectively dismantles the Democrats’ partisan redistricting scheme, declaring their process unconstitutional and blocking any referendum on the matter until after the 2027 House of Delegates election.
