Alleged Congressional Rapist, Eric Swalwell, Resigns from Congress

I don’t understand California’s Jungle primary, but I think the top two become the candidates, whether from the same party or not. It was rigged so that most elections would result in two democrat candidates and shut out any R’s. If Swallowell stayed in and there were too many candidates splitting the Dem vote, the top two would be R’s, guaranteeing a Republican governor. CA Dems could not allow that so they needed a scapegoat (not that that’s hard to find among the Dems).
