    High seas treaty takes effect, but key rules remain unresolved

    RIO DE JANEIRO (CN) — The Agreement on Biodiversity Beyond National Jurisdiction, known as the BBNJ treaty, entered into force Jan. 17, marking the start of a new phase in global ocean governance. The next challenge is translating the agreement into rules and institutions capable of protecting marine biodiversity in areas beyond national jurisdiction.

    Scientists, diplomats and officials discussed the challenges of implementing the treaty from Tuesday through Thursday in Rio de Janeiro at an event organized by Brazil’s National Institute for Ocean Research, known as INPO. The meeting was the first dedicated to the issue since the agreement entered into force, said the institute’s director, Segen Estefen.
