    During the period of the Scottish Enlightenment, the study of government and constitutions was undertaken as a cultural phenomenon, even as the fascinating ruins and relics of ancient societies were being unearthed in Italy and Greece. One scholar, Alexander Fraser Tytler, devoted his life to the study of the life span of history’s democracies, forming a theory based on the evidence: “A democracy cannot exist as a permanent form of government. It can only exist until the voters discover they can vote themselves largesse from the public treasury.”

    In the United States, up until 1913, a federal budget was created by the representatives of the states in Congress, and then the states were allotted their responsibility to pay their portion of the budget, based on their populations. In 1913, all of that changed with the institution of the national income tax, which is when the redistribution of wealth began.
