    Top lawmakers said they had not seen any formal document from the Justice Department’s Office of Legal Counsel laying out justification for the Trump administration’s audacious capture of Venezuelan president Nicolás Maduro.

    WASHINGTON (CN) — Top Senate Democrats signaled Tuesday that they had yet to receive a formal legal rationale for the Trump administration’s strike inside Venezuela, which ended in the capture of President Nicolás Maduro.
