The House voted 215-208 on Wednesday to pass a war powers resolution directing the withdrawal of U.S. troops from military operations against Iran without congressional authorization, a narrow, bipartisan rebuke that landed on President Trump even as the measure carries no legal force.
Every Democrat present voted for the resolution. Four Republicans crossed the aisle to join them: Reps. Thomas Massie of Kentucky, Warren Davidson of Ohio, Brian Fitzpatrick of Pennsylvania, and Tom Barrett of Michigan. The rest of the GOP conference held with the president.
