In recent years, Islamic jihadists have repeatedly stated their desire to restore the caliphate. From the beginnings of Islam until the early twentieth century, at least among Sunnis (who constitute 85 to 90 percent of Muslims worldwide), the caliphate (khilafa) was the center of the supranational unity of the global Muslim community (umma). The caliph, theoretically chosen from among the most pious and capable men of the community, was considered to be the political, military, and religious successor of Muhammad as the leader of the Muslim community. He ruled according to the dictates of the sharia (Islamic law), implementing Allah’s decrees of justice on Earth.
