When I and many other observers declare that the Western world is “in decline,” one clear symptom of that decline is the terrifying chaos of an unraveling social order: a breakdown of law and order, especially with respect to violent crime; the takeover of the streets by a feral youth subculture; and a legal system turned perversely unjust. Under these circumstances, ordinary, law-abiding citizens feel embattled, endangered, and hopeless, while the criminals themselves become increasingly emboldened.
